Subject: [PATCH] Expand the maximum length for CHAP challenge to 96 octets. 
 npppd couldn't handle ICCN message which has a ProxyAuthenChallenge AVP
 longer than 24 octets.  Juniper actually send such challenges. Reported and
 tested by Ryan Freeman.
