Despite being an ELF citizen, hppa is its own special snowflake and requires
different asm stanzas to produce strong aliases.

This unbreaks libcrypto (and thus ssh, among other things) on hppa after the
recent switch to LIBRESSL_CRYPTO_NAMESPACE.
