Rename ssl_sigalg() to ssl_sigalg_from_value().

Rename ssl_sigalg() to ssl_sigalg_from_value().

This makes the code more self-documenting and avoids the ambiguity between
ssl_sigalg the struct and ssl_sigalg the function.
